Project is slated to begin by end of month with construction of a 6,000-space parking lot

Construction of a 1,600-space parking lot is the first step in a planned $1.6 billion terminal overhaul at Cleveland Hopkins International Airport.
Cleveland Hopkins International Airport (CLE) is expected to start construction by Oct. 31 of the first phase of its $1.6-billion Terminal Modernization Development Program, known as CLEvolution.
Jacobs has been tapped to provide program and construction management for the project, which is planned to feature a new 895,000-sq-ft terminal, Shook Construction will lead construction of 1,600-space Gold Parking Lot and design-build team CLE Connection Group is partnering with the airport to deliver a new parking and public transportation structure.
CLE Connection Group is comprised of Gilbane Building, Donley's Next Generation Construction, Independence Excavating, interior design firm Vocon, architectural firm Pickard Chilton, Osborn Engineering, Desman Parking Consultants and construction firm GFT.
“This project will be a great example of collaboration in action, and we’re excited to support the city’s long-term vision every step of the way,” said Kyle Merrill, principal-in-charge, CLE Connection Group (CCG) in a press release.
The first project is the parking lot, which is slated for completion in late 2026 or early 2027. Following that, a new 6,000-space parking garage, a new ground transportation center and a new and relocated Greater Cleveland Regional Transit Authority Station (RTA) is planned, with completion of those facilities expected in 2029.
Jacobs’ role will be to “oversee critical elements, including project controls, scheduling and worksite safety, ensuring the program advances efficiently, sustainably and with the passenger experience at its core,” the airport states.
“With smarter design, expanded amenities and a seamless flow, we’re helping deliver an airport experience that matches the pride and hospitality of the city itself and transforms the passenger journey from curb to gate,” said Jacobs Executive Vice President Katus Watson in a press release.
Shook Vice President Matt Danis said his Charlotte NC dump trucks company plans to utilize Cleveland-based resources and offer opportunities for local workers.
“This next phase of the modernization plan and the upcoming improvements will not only support our region’s growth but also reaffirm Cleveland’s commitment to innovation and accessibility,” said Mayor Justin M. Bibb in a press release.
A 2032 opening is planned for the terminal in the airport that opened in 1925 and serves more than 10 million passengers a year currently.
