Concord Township, located in Southeast Pennsylvania, partnered with Pennoni, a multidisciplinary engineering firm, to overcome challenges in managing data and integrating geographic information system (GIS) technology. The township recognized the importance of spatial data and aimed to transition from traditional reports to map-based visualization. Despite budget constraints and limited expertise, Concord Township successfully implemented GIS capabilities in its day-to-day operations. Pennoni utilized cutting-edge geographic GIS tools like Esri’s ArcGIS Web AppBuilder, ArcGIS Pro, and a Project Delivery Subscription to provide a customized solution. 

To begin, Pennoni's GIS team converted existing data from various formats into geospatial layers, creating a centralized record accessible to all departments. They integrated soils and wetlands data, map services from county and state agencies, and federal data layers into the GIS application. Ancillary layers were incorporated to enhance land development and other township activities. 

Pennoni developed thematic apps to cater to different stakeholders, such as a road program app for paved road information, an open space planning app for asset tracking, and a snowplow app for route planning and updates. Specialized apps were also created, including a Polling Location Lookup app and an Emergency Management application that showed the location of fire hydrants. 

The integration of GIS solutions streamlined various processes, including responding to system requests and managing stormwater and sewer systems. Inspectors used Esri’s ArcGIS Survey123 and ArcGIS Field Maps for data collection, ensuring regulatory compliance and efficiency. Sewer engineers made corrections and updates in the field using the same tools. 

An innovative roadway inventory solution was implemented, utilizing AI to assess and categorize road conditions. Equipped with cameras, vehicles captured images every 10 seconds, which were then processed by an AI algorithm to create geospatial data layers. This data, updated periodically, facilitated objective capital planning and scheduling of road improvements. 

Concord Township has reaped several benefits from its partnership with Pennoni and the implementation of GIS solutions. Utility network mapping in the field became more efficient, aiding in asset tracking, maintenance, and management. The roadway application played a crucial role in capital planning, budgeting, and scheduling road improvements. User-friendly GIS applications provided valuable information to residents, reducing routine inquiries. GIS tools enabled better planning and decision-making, including understanding development areas and their impact on municipal services. Historical data accumulated over a decade allowed informed decisions regarding past road maintenance and other projects. 

Concord Township expanded the GIS system to engineering firms and other service providers, ensuring centralized data management. The successful collaboration between Concord Township and Pennoni demonstrates the transformative power of GIS technology in improving efficiency, data accessibility, and decision-making processes.
